Eligibility Criteria: Mutual Recognition Agreement – Ordre des experts-comptables en France

This agreement applies to members of the Ordre des experts-comptables de France or holders of the diplôme d'expertise comptable of France.

General

This agreement applies to members of the Ordre des experts-comptables de France or holders of the diplôme d'expertise comptable of France. It applies to individuals who, upon application to CPA New Brunswick (CPA NB):

a) have a legal qualification to practice as a public accountant in France; and

b) have obtained a public practice permit and/or educational credential issued by an authority recognized or designated by the relevant authority in France.

1. Applicants applying to be CPA NB members without public practice rights must: 

  • Have obtained, in France, a "Diplôme d'expertise comptable”;
  • Complete a minimum of 14 hours of training (classroom or distance learning) in Business and Tax Law offered by CPA New Brunswick or its designate. Please note that you may take this course while outside of Canada, but this course and associated fees are your full responsibility. CPA NB will not accept responsibility nor offer refunds for any courses taken if immigration is unsuccessful;
  • Complete a minimum of 4 hours of Ethics and Professional Conduct training offered by CPA New Brunswick or its designate.

Requirements for the Practice of Public Accounting

2. Applicants applying to be CPA members with public practice rights must: 

  • Have obtained, while in France, a "Diplôme d'expertise comptable";
  • Be licensed legally to practice public accounting in France;
  • Complete a minimum of 14 hours of training (classroom or distance learning) in Business and Tax Law offered by CPA NB or its designate . Please note that you may take this course while outside of Canada, but this course and associated fees are your full responsibility. CPA NB will not accept responsibility nor offer refunds for any courses taken if immigration is unsuccessful;
  • Complete a minimum of 4 hours of Ethics and Professional Conduct training offered by CPA NB or its designate;
  • Complete a minimum of 14 hours of training on Accounting Standards for Private Enterprises offered by CPA New Brunswick or its designate;
  • Complete a minimum of 14 hours of training on Canadian Auditing Standards offered by CPA NB or its designate;
  • Submit Experience Certification Form(s) - Previous Employers (to demonstrate and certify the practical experience hours as required by the CPA NB Public Practice Policy). 

Note: under the agreement, an individual who submits an eligibility application to CPA NB has 5 years to apply for a public practice permit. Upon expiration of 5 years’ eligibility to apply for a CPA NB public practice permit, the individual will have to meet the requirements specified in the CPA NB Public Practice Policy to obtain a permit.

Once your application and other required documents are submitted in full, the package is reviewed by CPA New Brunswick and submitted to the Registrar for consideration. If the Registrar approves the documentation, you will receive a notice of conditional approval, which will contain an invitation to submit an application for membership and pay the application fee and annual dues. You will be invoiced the appropriate annual fees due at the time of admission, prorated to the nearest full month of membership.

PLEASE NOTE that you may not use the CPA designation until all aspects of the application process are complete, including the payment of the application fee and annual dues. You will be notified of your admission to membership and when you have the right to use the CPA designation.

Documents Required 

  • Complete the International Candidate Application Form; 
  • Certified copy of the French Diplôme d'expertise comptable;
  • Credential evaluation report for your university degree(s) assessed by a third-party assessor such as World Education Services (WES);
  • An original letter of good standing and original transcripts - provided directly by the Ordre to CPA New Brunswick at [email protected]. It should include a confirmation of membership status, including the declaration that the applicant has not been the subject of complaints and has no outstanding disciplinary, criminal, or penal complaints, etc.;
  • A detailed chronological resume listing education history and all work experience;
  • Proof of identity/legal name as evidenced by acceptable government-issued documentation; 
  • Copies of certificates or training courses completed;
  • Other documentation or information as may be required.
